I've never played this game so I can't offer much guidance, but I can tell you that the symbol at the bottom right is actually 2 bearded faces that are wearing red hats. Does that mean anything to you?

Okay, I understand now. Bombers, missiles, and helicopters (i.e. field units) are always considered "aggressive". Under a democracy, two citizens are made unhappy by each aggressive unit.
