What makes Heathrow Airport Holdings somewhat special is that the local government is not (or no longer) a shareholder. Paris Charles de Gaulle for example is operated by Groupe ADP, which is 50.6% state owned. Same is true for Amsterdam, Frankfurt and probably many others...
