დაიბადა 1935 წლის 23 სექტემბერს ვანის რაიონის სოფელ ინაშაურში.


დაამთავრა ივანე ჯავახიშვილის სახელობის თბილისის სახელმწიფო უნივერსიტეტის იურიდიული ფაკულტეტი, საქართველოს მეცნიერებათა აკადემიის ასპირანტურა. არის იურიდიულ მეცნიერებათა დოქტორი.


1959 წლიდან მუშაობდა საქართველოს მეცნიერებათა აკადემიის სისტემაში. იყო სახელმწიფოსა და სამართლის ინსტიტუტის განყოფილების გამგე, დირექტორის მოადგილე, დირექტორი, სახელმწიფო საკონსტიტუციო კომისიის წევრი, სამართლებრივი რეფორმის სახელმწიფო კომისიის საკონსტიტუციო კანონმდებლობის ქვეკომისიის თავმჯდომარე, ქართული ენციკლოპედიის სამართლის რედაქციის უფროსი სამეცნიერო რედაქტორი. კითხულობდა ლექციებს ივანე ჯავახიშვილის სახელობის თბილისის სახელმწიფო უნივერსიტეტში. იკვლევდა ქართული სამართლისა და სახელმწიფოებრიობის პრობლემებს. ავტორია ათასამდე პუბლიკაციისა (მონოგრაფიული გამოკვლევები, სტატიები სამეცნიერო კრებულებში, სამართლებრივ ჟურნალებსა და ქართული ენციკლოპედიის სხვადასხვა ტომებში).


1996 წლის 25 ივნისს საქართველოს პარლამენტმა აირჩია საქართველოს საკონსტიტუციო სასამართლოს წევრად. 1996 წლის 15 აგვისტოს აირჩიეს საკონსტიტუციო სასამართლოს მოადგილედ და იმავდროულად პირველი კოლეგიის თავმჯდომარედ 5 წლის ვადით.


1999 წელს საქართველოს პრეზიდენტის განკარგულებით მიენიჭა უმაღლესი საკვალიფიკაციო კლასის მოსამართლის საკლასო ჩინი.


2002 წლიდან არის იურიდიულ მეცნიერებათა დოქტორი.


2004 წლის 25 ნოემბერს აირჩიეს საქართველოს საკონსტიტუციო სასამართლოს მდივნად.


ჰყავს მეუღლე, ორი შვილი და ხუთი შვილიშვილი.
