I'm having a hard time imagining wrapping a rope of that length around the average person's neck and getting a more effective choke hold than, say, using a stick.

I think you might be conceptualising the choking in a garroting fashion, with the chain of the nunchuck completely wrapping around the neck. This is not necessary, as long as there is sufficient 'bend' at the back from the chain, the two handles (held in each hand) can be pulled across to apply pressure to the sides of the neck and/or trachea (assuming an attack from the front), choking the other person.

Your confusion may be that you're thinking of the nunchaku chain wrapping around the neck, as a choke to cut off air, but the proper technique uses the sticks to apply pressure to the carotid arteries on either side at once, using the target's neck as the fulcrum for the levers.

I love these old pics, #89 in particular. Let's just whack the cord of the nunchaku into his throat while he just stands there clenching impotent fists of rage. Also notice that the officer has a holstered weapon but has decided to go to town with his nunchaku instead :)
